Eire legislation

RI 2017/194. European Union (Transport of Dangerous Goods by Rail) (Amendment) Regulations 2017. Comes into force 30th June. The purpose of this amendment is to align the European Communities (Transport of Dangerous Goods by Rail) Regulations 2010 (RI 2010/651) with the amending Commission Directive (EU) 2016/2309 . Directive (EU) 2016/2309 adapts for the fourth time (to scientific and technical progress) the Annexes to Directive 2008/68/EC on the inland transport of dangerous goods by rail including Annex II (RID). The amendment makes changes to the definition of “Directive” and “RID”.

RI 2017/230. European Union (Equipment and Protective Systems Intended for Use in Potentially Explosive Atmospheres) Regulations 2017. Came into force 26th May. These Regulations transpose into Republic of Ireland legislation the provisions of Directive 2014/34/EU for the design and construction of equipment and protective systems intended for use in potentially explosive atmospheres (known as ATEX) and which were placed on the market before 20 April 2016. The Regulations revoke and replace the European Communities (Equipment and Protective Systems Intended for Use in Potentially Explosive Atmospheres) Regulations 1999, (S.I. No. 83 of 1999).

RI 2017/232. European Union (Lifts and Safety Components for Lifts) Regulations 2017. Came into force 26th May. The Regulations transpose into Republic of Ireland legislation the provisions of Directive 2014/33/EU, which set out the requirements for the design and installation of lifts and the manufacture of and making available on the market of safety components for lifts. The Regulations revoke and replace the European Communities (Lifts) Regulations 1998, (S.I. No. 246 of 1998) and European Communities (Lifts) (Amendment) Regulations 2008 (S.I. No. 406 of 2008).

RI 2017/233. European Union (Pressure Equipment) Regulations 2017. Came into force 26th May. These Regulations transpose into Republic of Ireland legislation the provisions of Directive 2014/68/EU setting out the requirements for the making available on the market and putting into service, as well as the essential health and safety requirements relating to the design and construction of pressure equipment. The Regulations revoke and replace the European Communities (Pressure Equipment) Regulations (S.I.No.400 of 1999).

SR 2017/90

SR 2017/90. The Equipment and Protective Systems Intended for Use in Potentially Explosive Atmospheres Regulations (Northern Ireland) 2017. Comes into force 10th July.  These Regulations transpose, into law for Northern Ireland, Directive 2014/34/EU on equipment and protective systems intended for use in potentially explosive atmospheres.  They revoke and replace the Equipment and Protective Systems Intended for Use in Potentially Explosive Atmospheres Regulations (Northern Ireland) 1996 (SR 1996/247).

SSI 2017/188

SSI 2017/188. The Building (Miscellaneous Amendments) (Scotland) Regulations 2017. Comes into force 1st July. These regulations make amendments to four sets of regulations namely: a) SSI 2004/428. Building (Procedure) (Scotland) Regulations 2004. Adds Regulation 2A which allows the submission of documentation by electronic means. Amends regulation 56 which allows access to plans via a website and makes very minor amendments to Schedule 2. b) SSI 2004/406. Building (Scotland) Regulations 2004. Adds Regulation 23A referring to detached single-storey buildings used for shelter or sleeping in connection with recreation. c) SSI 2004/508. Building (Fees) (Scotland) Regulations 2004. Adds definitions for ““certificate of construction”, “certificate of design”, “section certificate” and “single item certificate”. The contents of Regulations 5 (discounts – certificates of design), 6 (discounts – certificates of construction) and the table in the schedule are amended. d) SSI 2005/172. Building (Forms) (Scotland) Regulations 2005. Makes minor changes to update the forms in the regulations.

EU Regulation on Mercury. Comes into force 1st January 2018. This Regulation covers the use and storage of and trade in mercury, mercury compounds and mixtures of mercury, the manufacture and use of and trade in mercury-added products, and the management of mercury waste. The regulation also replaces and revokes Regulation (EC) No 1102/2008
