SI 2020/96. The Electricity and Gas (Internal Markets) Regulations 2020.  Comes into force 25th February.  These Regulations make amendments to references in the Gas Act 1986, the Electricity Act 1989 and the Utilities Act 2000, to implement Regulation (EU) 2019/942 establishing a European Union Agency for the Cooperation of Energy Regulators.

SI 2020/94.  The Merchant Shipping (Ship-to-Ship Transfers) Regulations 2020.  Comes into force 26th February.  These Regulations govern transfers of oil between ships, which are cargo transfers and bunkering operations. The Regulations prohibit cargo transfers unless they are carried out within harbour authority waters or within the permit area and may only be carried out when authorised. The Regulations prohibit bunkering operations in United Kingdom waters, unless the ships carrying out the operation are within harbour authority waters.

SI 2020/115.  The Carbon Accounting (Provision for 2018) Regulations 2020. Comes into force 28th February. These Regulations make provision for carbon accounting in respect of 2018 for the purposes of Part 1 of the Climate Change Act 2008.

EU 2020/171. Commission Regulation amending Annex XIV to Regulation (EC) No 1907/2006 of the concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH). Comes into force 26th February. Amends the Annex by adding a number of substances categorised as Toxic for reproduction (category 1B) or persistent, bioaccumulative and toxic and/or very persistent and very bioaccumulative.
