SI 2023/1345. The Misuse of Drugs (England and Wales and Scotland) (Amendment) (No. 2) Regulations 2023.  Comes into force 31st December.  These Regulations amend the Misuse of Drugs Regulations 2001 (SI 2001/3998). The amendments cover the independent prescribing of controlled drugs by designated medical professionals and cover the supply of codeine products and the possession of ketamine.

SI 2023/1344. The Classification, Labelling and Packaging of Substances and Mixtures (Amendment and Consequential Provision) Regulations 2023.  Comes into force “immediately before the end of 2023”.  These Regulations make very minor amendments to Articles 25, 29 and 45 of Regulation (EC) No 1272/on classification, labelling and packaging of substances and mixtures.  In addition they repeal Directives 67/548/EEC and 1999/45/EC.

SI 2023/1321. The Plant Protection Products (Miscellaneous Amendments) Regulations 2023.  Comes into force 31st December. These Regulations revoke and replace Article 52 of Regulation (EC) No 1107/2009 concerning the placing of plant protection products on the market.  They also amend the Plant Protection Products (Miscellaneous Amendments) (EU Exit) Regulations 2019  (SI 2019/556) by extending  the maximum period during which treated seeds not authorised for use in Great Britain may be placed on the market and used so that it expires on 1st July 2027.

SSI 2023/374. The Retained EU Law (Revocation and Reform) Act 2023 (Consequential Amendments) (Scotland) Regulations 2023. Comes into force 1st January. These Regulations substitute the word “assimilated” for the words “retained EU” in:

NB “assimilated law” is any retained EU law that still exists after the end of 2023. This could include any primary domestic legislation that is EU-derived, and any EU-derived subordinate legislation or retained direct EU legislation that is preserved or postponed from sunsetting.
