SI 2023/247. The Health and Safety and Nuclear (Fees) (Amendment) Regulations 2023.  Comes into force 1st April. These Regulations amend the Health and Safety and Nuclear (Fees) Regulations 2022 (SI 2022/1378).  These Regulations allow the recovery of costs associated with applications under the Ionising Radiations Regulations 2017, allow the recover the costs of work relating to licences under the Explosives Regulations 2014, the Acetylene Safety (England and Wales and Scotland) Regulations 2014 and the Dangerous Goods in Harbour Areas Regulations 2016 and change the way in which certain fees are determined.

SI 2023/246

SI 2023/246. The Merchant Shipping (Cargo and Passenger Ship Construction and Miscellaneous Amendments) Regulations 2023.  Comes into force 29th March. These regulations amend Merchant Shipping (Cargo Ship Construction) Regulations 1997 (SI 1997/1509) and the Merchant Shipping (Passenger Ship Construction: Ships of Classes I, II and II(A)) Regulations 1998 (SI 1998/2514). Subject to certain exceptions, those instruments cease to apply to ships engaged on international voyages.  These regulations also amend Merchant Shipping (Radio Installations) Regulations 1998 (SI 1998/2070), the Merchant Shipping (Cargo Ship) (Bilge Alarm) Regulations 2021 (SI 2021/592) and the Merchant Shipping (Nuclear Ships) Regulations 2022 (SI 2022/1169).

SI 2023/284

SI 2023/284. The Gas Safety (Management) (Amendment) Regulations 2023. Comes into force 6th April.  These Regulations amend The Gas Safety (Management) Regulations 1996 (SI 1996/551). These Regulations update the requirements set out in Schedule 3 as to the characteristics and composition of gas which is conveyed in a network. Other amendments include bringing pipes used to convey gas from biomethane production facilities and LNG facilities within the definition of “network”  and require there to be a sole emergency reporting service provider for each network.

SI 2023/275. The Higher-Risk Buildings (Descriptions and Supplementary Provisions) Regulations 2023. Comes into force 6th April. These Regulations determine which buildings will be subject to the new more stringent safety regime established by the Building Safety Act 2022 (A 2022 c.30)
