This regulation amends (EU) No 582/2011 with respect to emissions from heavy-duty vehicles as regards the provisions on testing by means of portable emission measurement systems (PEMS) and the procedure for the testing of the durability of replacement pollution control devices.   Comes into force 10th October.

The Aggregates Levy (Registration and Miscellaneous Provisions) (Amendment) Regulations 2016. Comes into force 1st November. These Regulations amend the Aggregates Levy (Registration and Miscellaneous Provisions) Regulations 2001 (SI 2001/4027) and revoke the Aggregates Levy (Registration and Miscellaneous Provisions) (Amendment) Regulations 2015 (SI 2015/1487).

The Town and Country Planning (Environmental Impact Assessment) (Wales) (Amendment) Regulations 2016. Comes into force 7th November.  Amends Regulation 57(2) of the Town and Country Planning (Environmental Impact Assessment) (Wales) Regulations 2016 (WSI 2016/58).

. The Self-build and Custom Housebuilding Regulations 2016. Comes into force 31st October. These regulations add to the definition of a serviced plot of land and provide eligibility criteria for entry in an authority’s register.
