SI 2021/623.  The Plant Health etc. (Miscellaneous Fees) (Amendment) (England) Regulations 2021.  Comes into force 27th May. Makes minor textural amendments to:

SI 2015/350.  The Plant Health (Fees) (Forestry) (England and Scotland) Regulations 2015.  Amendments are the definition of “professional operator” and, for a limited period, the fee specified in Schedule 4A is not payable in respect of a consignment to be transported to Northern IrelandSI 2018/289.  The Plant Health etc. (Fees) (England) Regulations 2018. SI 2021/624

SI 2021/624   The Air Quality (Legislative Functions) (Amendment) Regulations 2021.  Comes into force 16th June. This Regulation amends Regulation (EC) No 166/2006 on the establishment of a European Pollutant Release and Transfer Register. The amendments provide for functions of a legislative character previously exercised by EU entities under that Regulation instead to be exercisable by a public authority in the United Kingdom.

SI 2021/675. The Climate Change Levy (General) (Amendment and Modification) Regulations 2021.  Comes into force 1st July.  Amends Section 51A of The Climate Change Levy (General) Regulations 2001(SI 2001/838).  Amendment concerns the definition of CHPQA.

EU 2021/979

EU 2021/ 979. Commission Regulation (EU) 2021/979 amending Annexes VII to XI to Regulation (EC) No 1907/2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH).  Comes into force 4th February 2022.  Makes textural amendments to annexes:

VII – performance of in vitro studies for eye irritation.VIII – performance of in vivo studies for skin or eye irritation and of the 28-day repeated dose toxicity study.IX – clarification of information on the physicochemical properties in order to add new specific rules for adaptation for dissociation constant and viscosity.IX and X – the waiving options on the basis of classification should be aligned with the terminology of Article 3 of Regulation (EC) No 1272/2008.XI – modified in order to update them and to avoid ambiguity of certain provisions and clarified how a ‘weight of evidence’ adaptation can be applied to specific information requirements and how it should be documented.
