SSI 2023/103. The Renewables Obligation (Scotland) Amendment Order 2023.  Comes into force 31st March. This Order amends Renewables Obligation (Scotland) Order 2009 (SSI 2009/140). This Order provides that the mutualisation threshold is updated each year and linked to the annual cost of the scheme to suppliers.

A 2023 c.6.  Genetic Technology (Precision Breeding) Act 2023. Comes into force, unless otherwise stated, 24th March.   This Act removes precision bred organisms from the legal definition of genetically modified organisms in England and provides powers that will allow the FSA to create a proportionate regulatory framework. The regulation of precision bred plants will come first.

SI 2023/362. The Building Safety Act 2022 (Commencement No. 4 and Transitional Provisions) Regulations 2023.  Comes into force on 1st April; sections 5, 6, 8, 9(3), 47, 55, 133 and parts of Schedule 5. Comes into force 6th April; sections 12 to 16, 20, 22 to 25, 27, 29, 32 to 39, 42, 44, 46, 49 to 53, 71 to 78, 107 to 110, 112, 114, 142 and 145. 1st October section 156.

SI 2023/381. The Environment Act 2021 (Commencement No. 6) Regulations 2023.  Coming into force on April 1st; Sections 68 (littering enforcement) and 69 (fixed penalty notices).  Coming into force November 1st; Section 19 of the Act (policy statement on environmental principles: effect).
