EU 2023/1442

EU 2023/1442. Commission Regulation (EU) 2023/1442 amending Annex I to Regulation (EU) No 10/2011 on plastic materials and articles intended to come into contact with food, as regards changes to substance authorisations and addition of new substances. Comes into force 31st July.   In Table 1 Entry 96 on wood flour and fibres, untreated, and Entry 121 on salicylic acid are deleted.  Also, in that table, Entry 157 on phthalic acid, dibutyl ester, Entry 159 on phthalic acid, benzyl butyl ester, Entry 283 on phthalic acid, bis(2-ethylhexyl) ester, Entry 728 on phthalic acid, diesters with primary, saturated C8-C10 branched alcohols, more than 60 % C9, Entry 793 on triethanolamine are replaced and five new substances added.

SI 2023/825

SI 2023/825. The Goods Vehicles (Licensing of Operators) (Exemptions and Modifications) (Amendment) Regulations 2023. Comes into force 1st October.  These Regulations amend The Goods Vehicles (Licensing of Operators) Regulations 1995 (SI 1995/2869). The amendments introduce Schedules providing for classes of vehicle for which an operator’s licence is not required and modifications of legislative provisions in relation to certain vehicles brought temporarily into Great Britain which are not exempted from the licence requirement. The new Part 3 includes classes of vehicle brought temporarily into Great Britain by international operators from countries with which the United Kingdom has an international agreement relating to the transport of goods by road.

SI 2023/836. The Cosmetic Products (Restriction of Chemical Substances) (No. 2) Regulations 2023. Coming into force 20th August. These Regulations revoke and replace The Cosmetic Products (Restriction of Chemical Substances) Regulations 2023 (SI 2023/764). They amend retained EU legislation, Regulation (EC) No 1223/2009 on the safety of using Methyl-N-methylanthranilate and both HAA299 and HAA299 (nano) in cosmetic products.

SI 2023/850

SI 2023/850.   The Greenhouse Gas Emissions Trading Scheme (Amendment) Order 2023.  Coming into force 1st January 2024. This Order amends the Greenhouse Gas Emissions Trading Scheme Order 2020 (SI 2020/1265). Amendments are made to Article 34B (allocation tables), Schedule 4 (Monitoring and Reporting), Schedule 5A (registry) and Schedule 8A (free allocation for former hospital or small emitters and ultra-small emitters).    It also amends the UK ETS Order, Commission Delegated Regulation (EU 2019/3310) and Commission Implementing Regulation (EU 2019/1842).
