Republic of Ireland RI 2023/441. Merchant Shipping (Health and Safety General Duties and Reporting of Marine Incidents) Regulations 2023. Regulations published 5th September.   These Regulations set out the general obligations placed on the owner and master for occupational health and safety onboard ships. They set as requirement for the appointment of safety officials, by the ship’s owner, and safety representatives, by the ship’s crew, on board a ship registered in the Irish State, other than fishing vessels, non-sea-going vessels and pleasure craft. They require the crew to comply with occupational health and safety guidelines and for any marine incidents to be reported to the Marine Survey Office.

SI 2023/944.  The Greenhouse Gas Emissions Trading Scheme Auctioning (Amendment) Regulations 2023.  Comes into force 4th October.  These Regulations amend the Greenhouse Gas Emissions Trading Scheme Auctioning Regulations 2021 (SI 2021/484). The number of allowances to be auctioned from 2024 onwards is reduced. In addition, the number of allowances that may be used for the cost containment mechanism is adjusted: see amendments to regulation 12 of the Auctioning Regulations.

SI 2023/993.  The Building Safety Act 2022 (Commencement No. 5 and Transitional Provisions) Regulations 2023. Comes into force 1st October.  Sections 4 (duty to facilitate building safety); 10 (committee on industry competence); section 19 (annual report about information provided under mandatory reporting requirements); section 21 (report on certain safety-related matters); section 26 (right of appeal: requirement for review before appeal); section 32 (building control authorities; section 36 (lapse of building control approval etc); section 38 (compliance and stop notices); section 39 (breach of building regulations); section 40 (liability of officers of body corporate etc); section 42 (regulation of building control profession); section 46 (higher-risk building work: registered building control approvers) and sections 54 and 55.

SI 2023/984. The Merchant Shipping (Inspections of Ro-Ro Passenger Ships and High-Speed Passenger Craft) Regulations 2023. Coming into force 5th October. These Regulations revoke and replace Merchant Shipping (Mandatory Surveys for Ro-Ro Ferry and High Speed Passenger Craft) Regulations 2001 (SI 2001/152).
