SI 2021/741. The Pollution Prevention and Control (Fees) (Miscellaneous Amendments) Regulations 2021.  Comes into force 23rd June.  Amends the hourly rate for specialist officers from £190 to £197 and for non-specialist officers from £101 to £108 in:

EU 2021/979

EU 2021/ 979. Commission Regulation (EU) 2021/979 amending Annexes VII to XI to Regulation (EC) No 1907/2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH).  Comes into force 4th February 2022.  Makes textural amendments to annexes:

VII – performance of in vitro studies for eye irritation.VIII – performance of in vivo studies for skin or eye irritation and of the 28-day repeated dose toxicity study.IX – clarification of information on the physicochemical properties in order to add new specific rules for adaptation for dissociation constant and viscosity.IX and X – the waiving options on the basis of classification should be aligned with the terminology of Article 3 of Regulation (EC) No 1272/2008.XI – modified in order to update them and to avoid ambiguity of certain provisions and clarified how a ‘weight of evidence’ adaptation can be applied to specific information requirements and how it should be documented.

An updated version (1.1) of GPP21 – Guidance for Pollution Prevention for Scotland, Wales and Northern Ireland – has been published, June 2021, and has been uploaded to the Simplifi website. There seems little change from the previous version.

MCA Consultation on bulk carrier safety

The Maritime and Coastguard Agency is consulting on additional safety measures for bulk carriers. The consultation covers a new Statutory Instrument; the Merchant Shipping (Additional Safety Measures for Bulk Carriers) Regulations 2021. The proposed Regulations would replace the Merchant Shipping (Additional Safety Measures for Bulk Carriers) Regulations 1999 (SI 1999/1644) in order to implement the most up to date requirements of the International Convention for the Safety of Life at Sea, 1974 (SOLAS) affecting bulk carriers, primarily contained in Chapter XII of SOLAS (additional safety measures for bulk carriers).
