Consultation on fire safety for domestic furniture

EU 2023/1542

EU 2023/1542.  Regulation (EU) 2023/1542 concerning batteries and waste batteries.  Comes into force 18th February 2024.   This Regulation lays down requirements on sustainability, safety, labelling, marking and information to allow the placing on the market or putting into service of batteries within the Union. It also lays down minimum requirements for extended producer responsibility, the collection and treatment of waste batteries and for reporting.

DEFRA consultation on extension of packaging producer responsibilities

The Department for Environment, Food & Rural Affairs is consulting on draft regulations for extended producer responsibility (EPR) for packaging across the UK.  The consultation also covers the specific duties of producers, exporters, reprocessors, compliance schemes, local authorities and councils and the scheme administrator. In our July newsletter we bring to your attention a new Act of Parliament concerning retained EU law and two new Statutory Instruments on the administration of nuclear licences and, for Wales, data for waste packaging. During the month amendments were made to eleven Statutory Instruments; waste packaging (England), REACH, persistent organic pollutants, planning, cosmetic products (twice), environmental offences, explosives precursors and poisons, goods vehicle licencing and greenhouse gas emission trading.  For the Republic of Ireland there are two new regulations concerned with the safety of merchant shipping.   For the EU there is an amendment to a regulation   on plastic materials and articles intended to come into contact with food.

We note current consultations on navigation safety risk of aquaculture sites, the protection of hedgerows, the adoption of a mass balance approach for chemically recycled plastic and proposals aimed at increasing employer use of occupational health services. HSE has released work-related fatality figures for the year 2022/23. HSE has also announced that they are changing some of the processes associated with the Ionising Radiations Regulations 2017. Finally, there are two prosecutions of note.
