Accident report published following loss of life on fishing boat

The Marine Accident Investigation Branch has published a report on an accident which resulted in the loss of life to a deck hand who fell overboard from a fishing boat. The investigation found that: • the unwritten on board process for shooting nets was unsafe and required crew to work at height without appropriate guard rails or a safety harness and tether to protect them. • The crew were habitually wearing their lifejackets with loose waist straps and it was probable that the deckhand slipped out of his lifejacket when he fell into the water. • The lifejackets used by the crew were compliant but unsuitable for the vessel’s operation because they were not fitted with a light, personal locator beacon, crotch strap or spray hood.

SI 2024/365

SI 2024/365. The Waste Enforcement (Fixed Penalty Receipts) (Amendment) (England and Wales) Regulations 2024. Comes into force 1st April.   These Regulations amend the Part 2 (waste on land) of the Environmental Protection Act 1990 (A 1990 c. 43) and Part 9 of the Clean Neighbourhoods and Environment Act (A 2005 c.16).  The amendments cover the use which Local Authorities may make of such receipts.

SI 2024/359

SI 2024/359. The Packaging Waste (Data Reporting) (England) (Amendment) Regulations 2024.  Comes into force 1st April.   These Regulations amend the Packaging Waste (Data Reporting) (England) Regulations 2023 (SI 2023/219) to revise the definition of “household packaging”,  clarify the division of responsibilities, to require the Environment Agency to publish a list of large producers, and to make other amendments.

SI 2024/354. The Environmental Protection (Disposal of Polychlorinated Biphenyls and other Dangerous Substances) (England and Wales) (Amendment) Regulations 2024.  Comes into force 6th April.  These Regulations make minor corrections to previous amendments to the Environmental Protection (Disposal of Polychlorinated Biphenyls and other Dangerous Substances) (England and Wales) Regulations 2000 (SI 2000/1043).
