HSE propose changes to INDG163

HSE has recently published some proposed changes to the risk assessment guidance contained in INDG163, which would allow duty holders some flexibility to rely on other documents such as procedures, safe systems of work etc. to demonstrate a record of the significant findings of their risk assessment.
