SI 2025/226. The Online Safety Act 2023 (Category 1, Category 2A and Category 2B Threshold Conditions) Regulations 2025. Comes into force 27th February. These Regulations are made under the Online Safety Act 2023 (A 2023 c.50) to provide for threshold conditions for Category 1; and Category 2A and Category 2B services.
- Category 1 – functionality for users to forward or share regulated user-generated content on the service with other users of that service,
- Category 2A – arrangements which rely on an application programming interface or other technical means to present search results to users.
- Category 2B – a user-to-user service which meets the user number threshold condition and the functionality condition for direct messaging
