SI 2023/1424

SI 2023/1424. The Retained EU Law (Revocation and Reform) Act 2023 (Consequential Amendment) Regulations 2023. Comes into force 1st January.   These Regulations rename retained EU law (“REUL”) so that after the end of 2023, any REUL which remains in force will be known as “assimilated law”. Assimilated law, which was previously REUL, will become domestic law. The Schedule lists one hundred and seven pieces of legislation in which the words “retained direct EU” are substituted by “assimilated direct” in one or more places.

NB “assimilated law” is any retained EU law that still exists after the end of 2023. This could include any primary domestic legislation that is EU-derived, and any EU-derived subordinate legislation or retained direct EU legislation that is preserved or postponed from sunsetting.

SI 2023/1394

SI 2023/1394. The Vehicle Emissions Trading Schemes Order 2023.  Comes into force 1st January 2024. This Order establishes four new trading schemes which limit, or encourage the limitation of, CO2 emissions from new cars and light commercial vehicles. Two of the schemes apply to cars: the Non-Zero-Emission Car Registration Trading Scheme and the Non-Zero-Emission Car CO2 Trading Scheme and two apply to vans: the Non-Zero-Emission Van Registration Trading Scheme and the Non-Zero-Emission Van CO2 Trading Scheme. Manufactures of such vehicles are responsible for compliance with the schemes.

SI 2023/1363. The Retained EU Law (Revocation and Reform) Act 2023 (Commencement No. 1) Regulations 2023.  Coming into force before the end of 2023. Schedule 1 (sunset of subordinate legislation and retained direct EU legislation) to the Act . Coming into force on 1st January 2024.
