Consultation on free allocation for carbon leakage.

The Department for Energy Security and Net Zero is consulting on free allocation review for carbon leakage. Consultation published on 16^th December, closes 10^th March 2025.  The UK ETS Authority is seeking views on a number of proposals to improve our approach to Free Allocations, specifically:

• the approach to calculating the Carbon Leakage Indicator and setting the Carbon Leakage List
• the approach to adjusting Free Allocations for Carbon Border Adjustment Mechanism (CBAM) sectors
